Hobbes, Locke, Rousseau and Contract Theory. This paper discusses contract theory in the context of Locke's, Hobbes', and Rousseau political views. The paper shows how Locke believed that the government had a contract to fulfill the citizen's wishes. Hobbes, meanwhile, held that the government had a contract to make sure the people were saved from their own self-destruction.
